DVB-RCS proves winner for Taiwanese e-Risk development |
28 Apr
2005: A combination of DVB-RCS and Alcatel Space's significant know-how
in Risk Management were critical in Alcatel Space being chosen by the
National Fire Agency (NFA) of Taiwan to establish a Disaster Recovery
Centre.
"The DVB-RCS solution was clearly the decisive element in Taiwan's
decision to retain the Alcatel solution, even in a very difficult
international competition," assert representatives of Alcatel Space.
"This demonstrates the value DVB-RCS has for a multitude of domains and
applications."
Experience gained by Alcatel Space during the
ESA Telecom partly funded project 'SpaceForScience' is an important
contributor to strengthening their general market position and key in
proposing such applications to potential customers.
According
to Alcatel Space: "Studies and Validations achieved through this
project were crucial in developing essential components such as
videoconferencing, content distribution, video streaming, collaborative
working all optimised by a DVB-RCS network."
The Disaster
Recovery Centre (DRC) to be built will include a DVB-RCS capable
satellite communication system consisting of several fixed Broadband
and narrow-band stations and numerous mobile satellite phones. A mobile
communication and command centre, consisting of several vehicles will
also be included. Alcatel Space's solution will centre all
these elements around an E-Risk Service Centre, with all levels of
government included in the distribution chain.
Of significant
importance in winning the contract is Alcatel Space's know-how,
especially in the strategic market of International Risk Management, in
which Alcatel Space has gained experience with key partners like
REMIFOR (Réseau Euro-Méditerranéen d'Information et de FOrmation à la
gestion des Risques).
Typhoons and earthquakes are all too
familiar occurrences in Taiwan. On 21 September 1999, an earthquake
struck Taiwan killing over 2,000 people. 2002 saw the Toraji gale
disaster and on 31 March 2002 another earthquake hit Taipei City.
"That
the European solution was retained represents a great success for
Europe; industrial support gained through ESA Telecom proved to be
invaluable. Ultimately leading to a significant strengthening of the
position of European Industry," states Giovanni Garofalo of ESA Telecom.
